Grey to transmit to you, herewith, a copy of a memorandum which has been communicated unofficially to this Department by the United States Ambassador in which His Excellency enquires whether anything can be done by the authorities of Hong Kong to exclude American prostitutes from that Colony.
I am to request that Sir E. Grey may be informed whether anything can be done to meet the wishes of the American Government in this matter.
